As an aspirant I have the following observations.
The focus should be on receiving states in the reverse migration process. But one should also talk about the source states. Ex Karnataka cancelling trains and then repealing the order, sops to migrants so they don't reverse migrate, recent call by maharastra to its bhumiputras to take up the works. How they are responding so they don't lose this vital workforce.
The response has two aspects. One the response by the destination states to facilitate the returning migrants- food, shelter, quarantine, testing, skilling and jobs( odisha has increased the person days of work under MNREGA, UP to conduct skill mapping and to set up a migrant commission).
Second the response by the source states to stop the reverse migration. Food, shelter, sops.
1st page has to be captured in max 2-3 lines. Crisp introduction.

Focus more on Odisha and Kerala. Kerala, you have as such given more points, but Odisha is too less. Do note the most successful so far are these two states, so more space and time to these as well.
