One Nation One ration Card( ONORC) has travelled a tumultuous journey and is set to see the light of the day.
State what are the benefits of ONORC over old tPDS ? What are the challenges in implementing it and how to overcome it ?
India has the world’s largest food security program and right to food is a legal right after the enactment of the National Food Security Act, 2013 (NFSA) covering two-third of India’s population. One Nation-One Ration Card (ONOR) allows portability of food security benefits across the country provided the beneficiary’s ration card is linked with Aadhar.
Benefits of ONOR:
1- Help migrant workers: They are uneducated and poor and it’s difficult for them to register at a new location. Under ONOR they can avail 50% of family quota from any location
2- Easier for married women who migrated
3- Leads to digitization and integration of food storage and Public Distribution System (PDS)
4- Digitization of records leads to a decrease in corruption, improved access and service quality, removes ghost beneficiaries etc.
5- Reduces monopolization of PDS shopkeepers
There are some implementation challenges such as:
1- Infrastructural issues: System failures, installation of epos machines especially in rural areas, connectivity issues etc.
The government should work in mission mode and special focus to be given to BharatNet project to improve connectivity.
2- Lack of data on interstate migration: This would disrupt food grain allocation to states.
Integration of the National Migrant Information System with Aadhar is a way out.
3- Other nutritious foods aren’t covered like roughages, micro-nutrients etc.
Increasing expenditure on R&D on agriculture, Fortified food could be provided
ONOR is an ambitious project for which state’s cooperation is paramount and hence Cooperative Federalism is the need of the hour for optimal resource allocation and providing food security to all.
You did not mention how many states are onboard till now, difference of entitlements in different states, still e pos not available in many states which is a prerequisite, only 85% Aadhar is functional.
